Cuomo Explains Taxpayer Outrage

Here’s Andrew Cuomo discussing the grounds for a “taxpayer revolt” at yesterday’s breakfast hosted by the Citizens Budget Commission.
Referring to the practice of raising tax rates on the private sector during bad times to make up for shortfalls in public revenue, he said, “It is incompetent, no other entity in this country could do it, and it shouldn’t be tolerated."
