10 a.m. Public Advocate Betsy Gotbaum will speak at a citywide conference on special education at City College, 137th Street and Convent Avenue, in the Bronx.

10 a.m. The Parks Department's Natural Resource Group will host a gardening sale of local plants at the Grand Army Plaza Greenmarket, located at the northwest entrance to Prospect Park, in Brooklyn.

11 a.m. A pro-marijuana rally and march will be held at Washington Square Park followed by a 1:30 p.m march to Tompkins Square Park.

11 a.m. Sen. Charles Schumer will deliver the Democratic response to the President’s radio address in Washington, D.C.

3 p.m. RelightNY will distribute its first shipment of energy-saving CFL light bulbs to low-income residences to Genesis RFK Apartments, 113 East 13th Street near Fourth Avenue.

12:30 p.m. Council members David Weprin and James Gennaro will announce a five point plan to halt the proposed 11.5 percent hike in water rates that is scheduled to be voted on at a May 14th Water Board meeting on the City Hall steps.

4 p.m. State and city officials will attend Sen. Bill Perkins birthday celebration at Carne Restaurant, 2737 Broadway at 105th Street.

Monday

9 a.m. Quinnipiac University will release the results of a global 'Thermometer' poll, asking American voters their feelings about other nations and whether they are friendly to the U.S.

1 p.m. In Albany, Senate Democratic Leader Malcolm A. Smith, Deputy Democratic Leader Jeff Klein, and members of the Democratic Conference will release the results of a survey that reveals the statistics of sub-prime lending practices in New York State, and announce proposals to address the crisis that has led to a massive increase in foreclosures nationwide.

6 p.m. The city’s Middle School Task Force will hold a public hearing on “Equity, Access and Choice in Middle Schools” at the Joseph Pulitzer School, 33-34 80^th Street, in Jackson Heights, Queens.

7 p.m. Rudy Giuliani will address the Heritage Foundation’s President’s Club Meeting in Washington, D.C.
