Perkins Expresses "Concern" Over Delay of Obama Bill
State Senator Bill Perkins is picking up the issue on whether the City Council is delaying a public hearing on a local bill because it voices support for legislation authored by Hillary Clinton’s rival, Barack Obama.
Perkins, an Obama supporter, wrote a letter to Quinn saying:
“I am pleased that the City Council had planned to take up this issue, although I am concerned by the recent delaying of this hearing. Deceptive practices in elections have affected thousands of voters and if the perpetrators of these crimes continue to go without punishment, their actions will have a lasting impact on one of the most basic rights in the country.”
The Council has said the hearing was delayed because the federal legislation is still in development. But who can miss a chance at a Hillary vs. Barack story?

October 14, 2007 -- THE executive director of the Board of Educa tion Retirement System offered "vague, inconsistent and unsupported" statements during a hearing into how a phony job ad ended up in a newspaper, an administrative law judge has found.
In a decision issued last month, Judge Kevin Casey put Schools Chancellor Joel Klein on the spot by recommending a 30-day suspension for the former general counsel of the $2 billion system for his role in placing the fake ad. Klein wanted the veteran lawyer, Todd Rubinstein, fired.
The ad was designed to help an accountant from India working at the retirement system, Animesh Jaiswal, secure a green card by creating a specialized vacancy for him that didn't really exist.
Casey declared Rubinstein's role in the mess was limited, although he was deemed guilty of misconduct. Casey wasn't as forgiving when it came to the system's executive director, Christine Bailey.
"Bailey suggested that she had not approved the effort to obtain a green card and that she merely told [Rubinstein and another employee] to 'look into it.' In fact, it is clear from Bailey's testimony and her statement to investigators that she had several conversations about this matter and she was well aware that Jaiswal's law firm had recommended advertising his position as requiring a master's degree," Casey wrote.
He described Bailey's statements in the matter as "vague, inconsistent and unsupported."
After Special Schools Investigator Richard Condon exposed the scandal last year, Rubinstein was demoted and his salary was cut from $116,000 to $66,000.
The ultimate call on Rubinstein's fate rests with Klein.
Rubinstein's lawyer, Barry Peek of Meyer Suozzi English & Klein, said his client deserves to be completely exonerated because "what he did was with the full knowledge of the executive director."
Peek also said Rubinstein has filed a defamation suit against Bailey, the retirement system and the Department of Education.
Only the retirement system board can take action on Bailey.
If the past is any indication, nothing will happen.
Although it bears the name of the Board of Education, the retirement system actually covers those in the schools other than teachers, including cafeteria workers, crossing guards and custodians.
"It's the last vestige of the old Board of Education," said one insider.
An attempt by the Bloomberg administration to merge the Board of Ed system into the city's larger retirement system was blocked in Albany by municipal unions earlier this year.
Bailey was reported to be at a conference on Friday and didn't return calls.
