Avella Wants Cuomo to Investigate

Councilman Tony Avella wants Andrew Cuomo to investigate the City Council’s former practice of funneling money to fake organizations as part of a budget mechanism to ‘hold’ taxpayer money for future use.

“As a member of the City Council, I hereby formally request that the Office of the Attorney General begin an independent investigation into the allegations raised concerning the budget accounting practices of the New York City Council and the Council Finance Division in light of recent news reports,” Avella wrote in the letter to Cuomo dated today and released to reporters.

Avella goes on to say, “I am also concerned about the veracity of any internal investigations that may be undertaken.”

This would be the third investigation into the City Council right now. Already the U.S. Attorney's office and the city's Department of Investigations are looking into matter that is unrelated, according to Quinn.

Avella is an announced candidate for mayor, an office that Quinn is likely running for. Cuomo was endorsed by Quinn in 2006.

UPDATE: The attorney general's office called to say they typically wait for the conclusion of an ongoing federal investigation so as to not interfere.

I'm not very surprised that Mr. Avella is the only Councilman calling for the AJ to investigate. Most other Councilmen must be shaking in their boots. Let's get subpoenas for all of the Councilmen & let's see who pejures themselves. Let's clean house.

I've been reading these lies about my friend and colleague Laura Popa and never commented for fear of either giving the lies credence or inviting additional entries about her. But enough is enough.

The former employee who is using every opportunity to malign Laura--no matter how irrelevant the blog topic may be--is clearly stupid. Libel is actionable, dumb ass. Don't be so certain of the impossibility that you're identity might be uncovered.

Laura Popa is one of the smartest, hardest working professionals at the Council. The nature of your attacks in this blog do nothing but highlight the fact that you have a personal vendetta. Enough is enough.

The fact that you are a friend of Laura Popa demonstrates that you have no integrity. Its like that old saying "show me who your friends are and I'll show you who you are." You, like Laura Popa, are a lowlife.

Here are the defenses regarding any blog posts of Laura Popa:

1) The truth is a defense to libel. I can easily gather employees that have worked either with, or, if they were unlucky enough, under Speaker Quinn's Deputy Director Laura Popa to testify that she is a poor supervisor and just an all around lowlife. Since Speaker Quinn fired 25% of the Council Staff in early 2006, the blogs have shown that Laura Popa is universally hated.

2) Freedom of Speech. Speaker Quinn's Deputy Legislative Director Laura Popa is public employee, and, therefore, has far less libel protection regarding any criticism of her by the public. Furthermore, Speaker Quinn, as of this week, has too much poop on her face to deal with to worry about defending Poop Face Popa.

Do me a favor, and do not show the above analysis to Laura Popa. I dont think she was ever in a courtroom before. Please show it to a real attorney, and maybe he or she will be able to explain to you that all of the good people that Laura Popa hurt have the legal right to discuss their opinions of Popa on the blogs.
