Here’s Doug Muzzio, so flustered during his unannounced visit to my desk at City Hall today that he gave an unusually short rant on what he's thinking about today: the heat, Michael Bloomberg, and David Paterson's rent-controlled apartment.

Hmmm. It's probably just heatstroke. Muzzio is a smart dude. He knows the difference between a rent controlled apt and a rent regulated one.

Doug Muzzio..upset that someone seeks attention? Doug Muzzio, jersey resident upset at rent control? Doug Muzzio upset by the heat...ah, maybe that explains his agita.
