Quinn and the Paper Trail
One of the more interesting questions to have come up yesterday, which still hasn't been answered to my knowledge, is, if Christine Quinn asked her staff to stop stashing "rainy day money," where did she think the money was coming from when it did appear?
The organizations that received the money, and even other council members, are sort of excused from answering the question, because the practice of keeping that money in reserve (or "parking" it, as Peter Vallone Sr. said yesterday) was going on long before Quinn's tenure as speaker. But according to her explanation, Quinn thought that practice had stopped.
In this clip, around the 5:17 mark, Quinn is asked the question, and answers:
"These funds were listed under made-up group names. It's not like a group had it. They were listed that way in the budget, then as requests and needs came in, grants were made to different organizations." She then names a number of respected (real) organizations that were recipients of this money.
"How one would have seen that in the paper trail, so to speak, of the budget—we can try to—we will provide you whatever documentation we can."
