Quinn on Albany's Agenda

One way legislative leaders exercise their power and shield allies is by controlling what gets voted on, and what legislation never reaches the floor for a vote. (Remember how congestion pricing died in Albany?)
So here's City Council Speaker Christine Quinn explaining why she sees some significance in the mere fact that lawmakers are considering a same-sex-marriage bill tomorrow.
"The thing about it is, this is on the agenda. Right? It’s been put on a list. And that creates hope," she said.
