Classic! One friend (Chinese-American, speaks fluent Chinese) left China after a year or so because they couldn't stand the beauracrateze -- everything takes 10 times as long as it should. Go out in the morning with a list of things to do and come back home late at night, tired, dirty, and defeated, having accomplished, if you're lucky, maybe one of those things on your list.
