I think that the problem starts with "slum tenants". They break the walls and windows and doors, overflow bathtubs to create leaks etc. I have seen this happen in the building that that I lived in. I didn't blame the landlord - I simply moved out.

I haven't heard of any real slumlords in better neighborhoods. Good tenants make good landlords. If you don't like the conditions, you can move out.
