As a Queens resident, I think it can be argued that both Gioia and John Liu ARE voting in their constituents' best interests by voting for congestion pricing. I think the overwhelming percentage of their constituents who work in Manhattan take mass transit there, so their constituencies should benefit more from the improved public transportation funding than they would suffer from the congestion pricing they would have to pay for driving to work in Manhattan. Anyone driving into Manhattan to work from these districts would have to be pretty affluent. The mass transit is very good from these areas.
