Previous speakers put aside rainy day money, but Quinn ramped it up and created the fake orgs to park the money. Does anyone who has done any business with the city council honestly believe Quinn didn't know when those fake funds were tapped?

And if she blew the whistle last fall, why didn't she make it public?
