Speaker Quinn's VD (voluntary disclosure) program does not make sense. If the Speaker and Council members are voluntarily disclosing potential conflicts, then why do so many organizations that receive money from the City Council have relatives of City Council members working within such organizations. Quinn's VD program does not act as a deterrent to the corruption of her allies when it comes to steering money towards the relatives of Council members.
