Can you explain why a Democratic-controlled Albany couldn't just eliminate any combination of McHugh-Walsh (if a Republican wins the open district) and Kuhl-Reynolds (also assuming a Republican wins the district)?

But then again, a Democratic statehouse could also eliminate Fossella's district anyhow.
