Nobody is holding Quinn responsible for the misuse of public funds by the two mooks on Stewart's staff. At least not yet.

The problem with Quinn is that she parked taxpayer money to be used later at her whim, for her own obscure political purposes. And she expects us to believe that she didn't know about the practice when she became Speaker -- a frankly ludicrous claim -- and that her own staff decided to commit fraud all on their own after she "discovered" the practice.

Mid-budget-year, when she was giving one organization or another money, where did she think the money came from?
