And Errol misses a good one; they even used the scam in a City district to fill out Guy Vellella's population (I know he's gone and the seat's now Democratic, but it's the same scam)
So glad this is being covered. It should also be pointed out that the Senators with the most number of prisons in their district are the most ardent supporters of Rockefeller Drug laws.
