Queens congressman Anthony Weiner, who nearly forced a runoff in the 2005 New York City mayoral race, has filed papers to run again in 2009.

Weiner, a Democrat whose district also includes part of Brooklyn, said Thursday he was not making an official announcement nearly three years before the election, but was preparing to run.
