 <description><![CDATA[<!--paging_filter-->8 a.m. Gay couples will protest the city's Marriage Bureau at 1 Centre Street.

<p>8 a.m. The Lower Manhattan Development Corporation's board of directors will meet at 1 Liberty Plaza.</p>

8:30 a.m. Implications of the mayor's long-term development plan are discussed by the chair of City Planning Commission at a Crain's New York Business breakfast forum in midtown. 

<p>10 a.m. The city's Health Department and designer Kenneth Cole unveil the NYC condom launch at Rockefeller Center.</p>

10 a.m. A plaque commemorating the Underground Railroad used by Frederick Douglas and others is unveiled at 36 Lispenard Street. 

<p>11 a.m. Activists rally for condom distribution outside the city's Department of Correctional Services at the state office building in Harlem.</p>

11:30 a.m. Hillary Clinton, Chuck Schumer and others will hold a press conference discussing the "Access to Life-Saving Medicine Act" legislation in Washington.  

<p>11:30 a.m. Manhattan Borough President Scott Stringer discusses concerns over proposed changes to the city's Department of Education at 1 Centre Street.</p>

Noon. Plans for a march against slave-wage working conditions will be announced by union members and their attorney at a press event at 113 University Place.

<p>1 p.m. Plans to use 90 percent of the city's waterways for recreation are discussed at a hearing held by the City Council's Environmental Protection Committee at 250 Broadway.</p>

1 p.m. Diabetes will be discussed at the City Council's Health Committee hearing at City Hall.

<p>2 p.m. Brooklyn Borough President Marty Markowitz will host a party for couples married 50 years or more at the New York Marriott at Brooklyn Bridge.</p>

2 p.m. U.S. Secretary for Health and Human Services Michael Leavitt will speak about a value-driven health care initiative at a business meeting at the Loews Regency Hotel.

<p>2 p.m. The White House Drug Czar will discuss a federal report about the prescription drug abuse among teenagers at the Roosevelt Hotel.</p>

<p>"A straw poll yesterday of the New York congressional delegation shows unanimous opposition to letting Dubai Ports World operate in New York Harbor, at least pending an investigation." Crowley, Serrano, Owens, and Velazquez did not respond to the paper's inquiry.</p>

Also opposing the deal: 69% of respondents to a Crain's New York Business online poll.

<p>And what national security story would be complete without an 9/11 refence? Today's comes from
<a href="http://www.house.gov/maloney/">Carolyn Maloney</a>  who said the port deal is a sign of "pre 9/11 mentality."</p>
